About this position
The Inter-American Development Bank (IDB) is seeking a highly qualified professional to be part of the Energy Division (ENE) of the Infrastructure and Energy Sector (INE).
The Infrastructure and Energy Sector (INE) is responsible for conceptualizing, preparing, executing, and supervising the Bank’s operations in Energy, Transport, Water and Sanitation, and Mining. Its core functions include the preparation of sector policies, strategies, operational guidelines, and infrastructure programs. INE develops relevant research, disseminates best practices and case studies, and provides specialized technical support to IDB member countries in Latin America and the Caribbean (LAC).
The Energy Division within the Infrastructure and Energy Sector has the operational responsibility in the IDB to finance energy infrastructure projects (including generation, transmission, and distribution of electricity, renewable energy), especially to support governments and public agencies in LAC, with sovereign guaranteed operations and host a small mining team.
The main goal of the division is to support harnessing the opportunities via the energy sector to reduce poverty, increase productivity and competitiveness and fight and combat the impact of climate change.
Our financing solutions cover a wide range of areas such as energy access, energy efficiency, networks, regional integration, hydro power and other generation technologies and policy lending for energy sector reform and private sector participation, as well as new technologies frontiers such as industrial decarbonization, electric mobility, creation of value chains and hydrogen among others.
What you’ll do
- Lead the design, preparation, and supervision of sovereign-guaranteed financial operations and non-financial products, with a strong focus on the electricity sector and new technology areas of the energy transition.
- Design and deploy innovative financing solutions on infrastructure development in the energy sector, such as guarantees, blended finance and public private collaboration.
- Work in conjunction with the Energy Division Chief, energy specialists and other multisectoral offices in the identification, analysis, design, preparation and approval of loans and technical cooperation for projects in the sector of energy in LAC.
- Engage in high-level dialogue with governments, regulatory authorities, and other stakeholders to propose and design energy sector policy and regulatory frameworks, for sound public and private participation.
- Advise countries on policy, regulatory and pricing reforms for new technologies.
- Support to the division and supervise other junior country specialists and consultants that work in support of activities in the region.
- Produce, synthesize and apply high quality knowledge on energy sector (policy, regulation, new technologies, financial instruments) to bank technical and financing operations.
- Represent the energy division on policy, industrial, and stakeholder dialogues in the energy sector.
What you'll need
- Education: Master’s degree in economics, business administration, engineering, finance or related fields.
- Experience: At least 15 years of experience in the energy sector both in the public and the private sector, with focus in energy (mainly electricity), strong knowledge and track record on associated hydrocarbon industries such as natural gas. Proven track record on management in similar positions in Latin America and/or the Caribbean and other regions, including supervision of technically multidisciplinary teams, experience in Argentina energy sector a strong plus. Previous experience with development banking (or similar) institutions and project financing preparation or similar institutions a strong plus.
Proven track record with strong analytical skills; operational experience, capability to lead teams and influence decision making.
- Languages: Proficiency in English and Spanish. Knowledge of additional Bank’s official languages (Portuguese and French) is a plus.

Requirements
- Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
- International staff contract, 36 months initially,
renewable upon mutual agreement.
